The City of Vancouver’s planning department has released a phase 4 of the revised Jericho Lands site concept plan and is looking for feedback, city staff told the 255 members attending a virtual presentation, June 28, 2023. 

The Jericho Lands is a 36-hectare (90 acre) site in Vancouver’s West Point Grey neighbourhood, bounded by West 4th Avenue, Highbury Street, West 8th Ave/West Broadway and Discovery Street/Trimble Park. 

The site is jointly owned by the Musqueam Indian Band, Squamish Nation, and Tsleil-Waututh Nation (the MST Partnership), and the Canada Lands Company (CLC).   

Housing

Vancouver city planners Sam Cameron and Scott Bell told members the site is 10 million square feet. Of this, nine million square feet will be residential and will include 13,000 new residential housing units for an estimated 24,000 new residents.  

  • Thirty per cent of all housing will be affordable housing – 20 per cent social housing and 10 per cent lower-income rentals.  
  • All strata residences will be leasehold on 99-year leases.  
  • All buildings 12-storey and lower will be wood frame.   
  • There will be three iconic towers up to 49 storeys representing each of the three first nations which own the site. 
  • The tallest buildings will be closest to transit and transition lower closer to existing neighbourhoods along 8th avenue and Highbury Street.  
  • Heights will be stepped back from parks to limit shadowing from the tallest buildings.  

Commercial

One million square feet will be non-residential and include a community centre, elementary school, 360 daycare spaces, parks, foot and bike paths, cultural spaces, a new hotel, office space, retail, facilities and public spaces.  

The city is consulting will local businesses on West 10th and on 4th avenues to ensure existing retail is not affected.  

Greenspace

There will be 90 acres of greenspace including park and open space, sports fields and 75 per cent of the current stand of trees along 4th avenue. 

City jurisdiction

The land is partially owned by the federal government and therefore subject to all city of Vancouver regulations and policies. The city will collect property taxes from this new development.

Timeline

Council will debate and vote on the overall vision of the project this year, and if approved, a rezoning will follow next year. If the project proceeds as planned, shovels are expected to be in the ground in three to five years and the project completed in 30 years.
